This person is the most influenced person from the whole book. This man represents a repressive, totalitarian influence of the socialist government, or the Government, as it is called in the novel.

He was the one who recommends, no, insists and makes Alex a “better person” as he said. He orders Alex to take part in Ludovico's Technique. This technique is believed to be helpful for prisoners, as it was made for the purpose to help and it was known that all prisoners simply need to be cured of their reflexes. The solution is really pragmatic, and the only aim is to make streets clear from the robbers and murderers. But what is the biggest problem – this thing absolutely ignores the inner world of the person who is using it. Within this technique, people extremely lose their free will. In the same way, the Government uses the mass media closing all the exits to show the truth controlling each step.

But, unlike all other representatives of the authority, our Minister is portrayed as a good man. He always appears in a pleasant way; it seems like he wants to help these people more than anyone else. He even appears in prison with guinea pig and presents it to Alex, as this animal was a part of Technique.

He speaks in a very calm manner, having a desire to become friends, or at least, good acquaintances with all his prisoners. He thinks that prisoners shouldn’t be punished, they just need to be reformed. However, these niceties belie more sinister intentions. The minister believes the government’s goal should be to run society cleanly and efficiently. Ethical and existential questions don’t concern him.

When one prison priest says that rights of people need to be present in the process of studying answers that the only thing that has to be present is the one that works. No more, no less. Well, he only seemed to be nice.
