This character is tragic. Of course, the whole text is monotonous, but this figure earns the gold medal for all the tragedies he had. In this text, he was Emily's cook and gardener at the same time. It is even obvious that he was black. But as you know the city was in the South, that’s why his life was much harder because of even the colour of his skin. Also, Tobe was Emily’s secret keeper: during the years of Emily's isolation, he provides no details of her life to the townspeople and promptly disappears directly following her death.
