He and Reinhold are both mentioned because we, as readers need to know information not only about aliens but human beings as well. So, Konrad Schneider is a well-educated, smart scientist. Looking on him and his behavior we understand why he is a chief – he is volitional, also determined and very rational. Who can still doubt him?
