The Commander lives in the house where Offred is his housemaid. He is a voracious reader, and he adores collecting books. As to the features of character, he is reasonable, sensible, and naive. He has a weird desire to play Scrabble at night with the protagonist and watch her reading a newspaper. The Commander is upset because he thinks that his wife doesn't understand him. Offred perceives this fact as nonsense. Also, they had a sexual affair once.
The Commander feels lonely sometimes, and all that he wants is female intellectual fellowship. He finds this in Offred, and she is ready to "lend him a shoulder to cry on."
