I think they do this so they do not look up to anyone but them. With a parent the kids may look up to the parents more than the dictator. therefor they take the children from their parents. They would enforce this because they wouldn't want the children to learn their parents view of the situation. The parents could make it so their kids would want to revolt after knowing what a terrible situation it is to be in I believe that dictatorial leaders enforce children living apart from their families because they want the kids to be emotionally separated from their parents or family.
They want them to focus on other things such as a job or power. They might also do this to present stricter discipline and make sure the job of raising a child gets done the way they think it should be done. They might think that if they stayed with their parents the parents would have an emotional attachment and may not do the job that needs to be done. They want control over everything as most dictatorial leaders do. That's why I think they enforce the living arrangements. Leaders enforce this because it eliminates the passing of knowledge from generation to generation.
It also helps to keep peace because if someone doesn't know their child they have no reason to fight for something. If they know their children they have a reason to fight for something they are willing to destroy the dictatorship because they want what is best for their children. They are willing to sacrifice themselves because they love their children. This is another reason for the separation, love. If the parents never meet their children they can't love them and love leads to many things that could hurt the dictatorship.
Passing of knowledge helps stories and truths to be passed because you can learn from past experiences and thus us them to better their lives. This may lead to a revolution against the government. These are the reasons that a dictatorial government would separate children from their parents. They would enforce this because children follow their parents ways. Also if the know their parents they will have affection for them. If they have affection they will what ever to make their family happy. If they know their parents they could find out what they are doing in control and try to revolt.
Dictatorial leader would enforce the agreement of children not seeing their parents for multiple reasons. One being the passing of knowledge. Parents could inform their children of problems in the world, or shape them to be individuals. If they are able to take the children from their parents, the leaders can shape the child into what they wish for them to be. The dictator would enforce this living arrangement so the children cant follow and live by there parents views. They could possibly revolt if they knew there parents views. So if the knowledge wasnt passed down to the next generation the kids would never have anything to revolt about.
If the knowledge was passed down then the kids would know the truth about the past. The dictatir doesnt want the kids to know about the past, thats why he would seperate the familys from living with each other. In this book, the government does not want people to have individuality. They have numbers rather than names, for example. They are also expected to treat everyone equally and not to have special friends. In this context, you can see why they would want to raise kids apart from their parents. If you grow up with your parents, you form a family.
It is your "in group. " You identify most with your family and other people are not as important to you. When you do this, you form the idea that you are different from everyone else. In this book, the leaders want everyone to be the same so that they will not try to rebel against the society. The leaders want everyone to think the same so that there will be complete social stability. So that's why they raise kids away from parents. They want the kids to feel like they are just pieces in the large society -- not individuals who are tied to certain families and friends.
